I feel more certain about the stock market rally

now that the VIX has faded significantly off its recent highs, as I was looking for 3 weeks ago.

I am wondering how much the easing of anticipated volatility is due to:

1) the outgoing Bush Administration polices

2) the incoming administration

3) none of the above
